2() - 4 - Already in the year l940 I worked out a memorandum on the Czech Fra- Irvan and its solution, and then I immeditated its political guidelines with the Führer.The round tables of these political considerations are as follows: Bohemia and Moravia belong unalterable and for all time to the Reich. No empire that wants to be a power of order in Europe can do so without Bohemia and Moravia, and vice versa, the countries of Bohemia and of Moravia are not viable without the empire. The National Socialist Empire has the task of pacifying the centuries-old unrest in its heart. This can only be achieved by a definitive solution to the Czech problem. I would like to say something about the nature of the Czech problem. It follows from three things: 1. From a glance at the map of the country and peoples, 2. from the knowledge of racial conditions and 3. from the historical fate of the people of Czech Republic. To 1.: The Czech people belonging to the Western Slavs lies not only in the German political, but also in the german national habitat This spatial situation prohibits a political independence, The inability of the Czechs to organize themselves constantly is a matter of space fate. The Reich must be able to dispose of this space and its inhabitants politically. This raises the question of the future of the Czech people.
