With the establishment of the Protectorate, the national socialist empire/in binding legal form took over the task of European leadership and order. The German nation state of 1938 required only responsibility for its own nation and state. The Kingdom of l939 bears the responsibility for a super-national and supranational leadership and order. This must be seen if one wants to understand the problem of the Bohemian-Moravian region and the Czech people, which are on it more than seven million strong on it, and to find a solution to the Czech problem. I warn against a superficial and shallow assessment of the Czech question, which unfortunately can often also be perceived in leadership circles. Such judgments usually come to the conclusion that the Czech problem could - after the victory/ - be solved finally in a few years. I disagree. We will have to make a very careful and precise decision for the solution of the Czech problem. We will thus bear the responsibility for the coming centuries. The Protectorate of Bohemia and Moravia was established by the leader in a certain political situation and has preserved its legal and political order out of this situation. With the establishment of the protectorate, the state of the states of Bohemia and Moravia must be governed by state law.
