STATE SECRETARY FOR THE RUSSIAN PROTECTOR IN THINGS AND IN MORAVA, PRAGUE, inv. 589, sig. 109-4336

69 - 6 - This figure is sufficient to enforce certain key positions of the city administration with German forces. Since I have held two company appeals so far for every single member of my followers, I am obliged to submit a report on Bingliokennd impressions every month, I gain a deeper insight into the course of the administration than was previously possible. Burning is gradually the question of the definitive employment of these Germans. I have set up a technical course for the officials and employees, after whose completion they are to undergo an employment examination. My agreement with the Czech side is that this examination can be completed after three to four months of candidates. According to the previous regulations, after passing the examination, a corresponding d&finitive employment of these officials and employees can then be carried out with regard to an activity already carried out elsewhere and gained experience. With those lawyers who completed their studies only in the autumn and then immediately entered the services of the city. These could be accommodated according to the previous regulations after three months only as candidates. Precisely this circumstance I would like to know decisively avoided in the interest of the rapid expansion of the German position. I urge, therefore, that immediately for the German exception provisions be created in this area, i.e. in such a way that, for example, a lawyer can become definitive after 3 to 4 months and obtain the position of a magistrate commissary. I also need freedom of movement when it comes to placing older German fixtures in higher salary levels and ranks. The Czechs behave highly obstinatly in the case of suggestions in this direction and are entrenched behind the existing regulations. I would like to mention that the negotiations for the inclusion of three gualified older German officials in the services of the municipal savings bank are immediately before a favourable conclusion. Dr. Kössler, the city director from Moravian-Trübau, is the head of my law firm in the leading position, despite the best descriptions from all sides.
