170 of the uniform management of the public administration, however, this objection should not be regarded as an objection of fundamental character; moreover, the judicial authority exercises aadmt d. It would therefore be possible to transfer the legal administration to the Ministry of the Interior, which would become a mini- strait of the internal and legal administration. If the above objection were to be considered decisive, it could be considered that although the Ministry of Justice would remain an independent ministry, it would not be entrusted with its management of its own, but rather with another member of the government, who would perform this function alongside the management of another department, and especially the Minister of the Interior. It was further considered that the Ministry of Commerce and Finance would be sent to a ministry (Ministry of Economic and Financial Administration) and that this objection would not encounter insurmountable difficulties either. As far as the Ministry of Education and People's Culture is concerned, however, it is recommended that consideration be given to whether its leadership should not be entrusted directly to the chairman of the government, so that a separate minister of education and education would be omitted. This solution would not be recommended, especially for the reason that at a time when special attention should be paid to social issues and must be turned to them, it would be seen in the dissolution of an independent Ministry of Social Affairs and Health, which does not have sufficient understanding for social problems today, or in the case of social problems. On the contrary, it would be advisable to consider the establishment and complete equipping of a Ministry of Labour and Social Administration, to which other agendas from the other ministries would be assigned on a case-by-case basis. - 5 - 00000
