(2) The definition of the "administrative order" in the circular decree of the linisterium of the interior of 15 December 1939 - Z1. 17.11/1939 Pres. II, para. 1 - is completely missing. It is also in open contradiction with the clear content of the government decision of 27 September 1939 issued in the connection to my appeal of 6 June 1939 - I A 725o/39. "Administrative order" cannot be taken here in any other way, like administrative decree and is any administrative measure, order, decision and regulation in the above-mentioned sense. In particular, Part II of the Accompanying Decree of the Ministry of the Interior of 15 December 1939 - Z1. 17.1ll/l939 - which, in more detail, refutes the Government's decision of 27 September 1939, must be repealed without delay and submitted to the draft of a new recital. 3. I ask that all the subordinate bodies of the Protectorate should make it binding that paragraphs 11 and 12 of the Government Decision of 25 July 1939 apply according to its wording not only to written and/or oral traffic with outstanding Germans, but also to intra-service traffic. In order to ensure the safety and speed of operation of public transport (railway, postal services) and similar exceptions, it is essential that these should be granted only in agreement with my authority. 4. Finally, I would like to ask you to make explicit reference to the implementation of the Government's decision of 1 4 September l939 to the effect that, to the extent that both languages are used, the German language is the preferred language, i.e. that the German-speaking language is either about the Czech, or, from
