(2) The definition of the "administrative order" in the circular decree of the linisterium of the interior of 15 December 1939 - Z1. 17.11/1939 Pres. II, para. 1 - is completely missing. It is also in open contradiction with the clear content of the government decision of 27 September 1939 issued in the connection to my appeal of 6 June 1939 - I A 725o/39. "Administrative order" cannot be taken here in any other way, like administrative decree and is any administrative measure, order, decision and regulation in the above-mentioned sense.
