41 - 8 - I maintain this declaration of cover even today on the condition that the German Reichsverein is given the opportunity to cover the debts by taking over a company, as proposed by Secretary of State Frank. I have to stress this because I attach great importance to finding out that the business of the German Reichsverein as such does not concern the ground office, that they cannot be performed according to the law nor could they be carried out at all.
