In the selection of staff for promotion in Estracht, it is necessary to proceed according to individual points of view and to refrain from purely schematic preliminaries. From the political point of view, only those forces which have hitherto been willing to cooperate and possess corresponding German language skills must be taken into account. This means that these privileged officials can be placed in a directed contrast with their non-assisted colleagues and can be played out more easily against each other. Official policy reasons are to be preferred in the promotion of low-skilled staff; promotion in senior posts is to be avoided as far as possible until the establishment plans are completed.
