a) It is well known that individual members of the Commission, in particular the President, Mr. Head of Section of the Ministry of Finance Blažek, have been in unworthy constant contact with the instigators in various locations, especially in the coffee "Metropol", in order to inform them of the respective result of the investigation - as mentioned in sub b). (b) In order to respond to the objective outcome of the inquiry, the Board of Directors instructed the persons in debt to respond, during the duration of the investigation, to the newspaper sector. This ban - strictly observed by the officials - was, however, misused by the other party in order to bring in the press various articles - albeit twisted - which had a reference to the respective investigation results. Thus, it must rightly be assumed that the members of the Commission had not complied with confidentiality. (c) All the instigators' allegations were always accepted by the Commission as true and inviolable, even if they were lied to and refuted; whereas the statements of the accused were never believed and the same was taken up with sarcastic remarks. (d) It is well known that the President of the Commission, Section Chief Blažek, and the representative of the Ministry of Defence, Major Bartik, have acted against the accused in a way which was hardly in line with their position, dignity and trust - to examine objectively and not to make a judgment at once. It was shouted, threatened with espionage and concentration camps, ever-rejected the request for a confrontation, attacked the honour of the individuals and are known cases in which a guilty official came back crying of such an interrogation from this totally collapsed, without even being able to spreed because of his nervous shock. (e) The Commission has examined all incidents from the past to the year 192l, without taking into account that, on the one hand, the accused could no longer remember individual incidents, all the more the details of them, and on the other hand, that the conditions in the past years, during which there was evidence of a lack of experienced shipowners of the cšl. nationality, had changed completely and that these conditions were wrongly assessed with the eyeglasses of the present. (f) The Commission has used some very isolated incidents to generalize them knowingly and tendently; when the investigation was completed, the Administrative Council, as the only body in charge of law, tried to get the searchers into its hands. It was only after a few primers and after a long time that the files were handed over to him as "extremely confidential" with the remark that none of the accused of the contents of the same did anything.
