33 Translation ===== Proposal for a Circular. I. Explanation of the Circulation of the Presidency of the Council of Ministers of 20 October 1941, No. 4515/S/41 M.R. 1. The purpose of the language regulation under this circular is to ensure that the headmaster of German-led officials is able to speak their language in the course of their business (exclusively or in conjunction with the Czech language) and thus enable them to express their indignation in their language to the leaders of the Member States. 2. Of course, as an office in the preceding paragraph, not only independent departments are to be understood, but also self-organised and managed sections or divisions, possibly also other self-organisational parts of the services. Sections, divisions and similar departments are to be understood as non-self-managed if they are subject to the approval of a higher superior. The indignation of the officers in respect of executions relates to their right of approval. Thus, the assigned employees are obliged to submit proposals to their supervisors for official UNOG approvals in German, provided that the conditions for double-language completion are not met. 5. In the case of proposals for double-language completion, the Appro- bant has the right to approve only in German text. However, in the Office, provision must be made that the Czech text of such a completion corresponds to the approved German text -2-.
