He has perhaps earlier read his Palacký and similar tendency writers, which were now prescribed from a certain point of view, moreover he is not able to understand ater. In the literary field, only the Western writers with mostly shallow content, or even crime novels, which are still in great demand in the book dealings today, were interested in him, because he enjoys the nationalist Czech reading in the main today, he now completely fluctuates in this area and will hardly achieve a higher cultural orientation. Forcing him now to read better German books would be a idle beginning or even wrong in the present colourless attitude of the Czech official. It is similar to music, where he prefers basically only light operettas and very simple entertainment music. It is difficult to talk about the proper social movement of Czech residents among themselves or with other population groups, which is essentially in the coffeehouse. In order to get back to the basic training of the Czech civil servants, it must be stressed again and again that the raising of the mental qualities is of crucial importance in this respect. The undoubtedly present, in a good sense, activist elements must be promoted by all means, whereas the actual position of the profession is insignificant. Only then can we expect a real conversion and also an actual limitation to the real need for people to change the whole system from the ground up. As indicated, we have to start from below directly breeding the middle civil servant' type and, after completion of this substructure, assign its place to the higher civil servant. I would also like to point out to the Commission that, in the light of the information provided by the Court of Auditors, it is not possible for the Commission to take a decision on the application of the principle of equal treatment for men and women in matters of social security and social security.
