- 17 - .The possibilities I have indicated are plans that do not need to lie in the distant future, but can already gain tangible shape. In this way, the lower authorities should be made compulsory by the central authorities to ensure good, administrative training of the auxiliary staff, and that the appropriate structure is required, which is carried upwards by the responsibility of the official for a particular area of work. Financially, the districts should be helped without major birokrcrc- tic measures. But I can also assure you that we could have continued to work in this system for years, i.e. in the double-track of administration, without which we would not be nearly as far as we are today after a quarter of a year of administrative reform. Although all the responsibilities above and below may not be clear and the new administrative structure has not yet been completed, the administrative reforn has already brought us an unflinching knowledge of the Czech official. In the case of the low level of German leadership, however, the disposition of the Czech official, taking into account the vital importance of this area in the future Europe, is a decisive requirement of the future. The main thrust of the SD will be that it captures the Stimaung among Czech beants with its own national political view and clearly explains the reasons which could lead to a failure of the big tasks.
