According to German calculations, the staff body was overstaffed with about 100,000 persons. Some 13,000 persons were covered by the above-mentioned disembarkation decree, 8,000 persons over 55 years were retired, and about 8 to 10,000 legionaries and other politically unsustainable elements have been dismantled or are still being dismantled. Thus, a remainder of 68,000 decommissioned officials remain. It was initially hoped that this goal could be achieved by reducing younger, unfit-for-work, but this hope would be in vain as a result of the extraordinary increase in all public works, so that the Czech civil servants could be replaced further. A number of tasks will be achieved by natural departure and by the still valid recruitment and promotion ban on public servants, but this is only a gradual and not instantaneous process. The political cleansing regulations, which have mainly led to the elimination of Jewish officials, as well as the restoration of at least a semi-portable professional officialship and the removal of Jewish hybrids and Jewish depriveds, have become less apparent in numbers. On the initiative of v•n 44-Obergruppenführer Heydrich, the Freemasons were also eliminated to the extent that they were higher. This was a natural measure with regard to the annexation to the Reich, which undoubtedly led to a certain cleansing of the Czech civil servants' apparatus.
