14.L The factory kitchens are only allowed to buy up and fatten runner pigs until they reach a slaughter weight of at least 120 kg. 7. Beer allocation and prohibition of shipment. The quantities of beer allocated to the factory kitchen mean a sharp reduction in the allocation to the restaurants. Therefore, the beer provided to the factory kitchens may only be distributed and consumed in the factory cuisine. Taking beer home or a monetary charge to other persons is unreliable. Such a process contradicts the legal definition of a factory kitchen and may result in a cessation of the beer allocation. It is therefore necessary to take immediate measures to prevent workers from taking beer out of the premises. As a general rule, the measure should be sufficient to ensure that the ban on the movement of beer from the premises is familiar to all employees of the establishment in a normal way and to instruct gatekeepers to strictly monitor compliance with the ban. Because of a wide range of requests from the factory kitchens, it is stated that the seizure of slaughter horses and therefore of horse meat is small and irregular, because only emergency cuts are possible. For these reasons, regular and significant supply of horsemeat to the factory cuisine cannot be guaranteed. There are, however, no concerns about agreements between the factory kitchens and individual horsemeat companies concerning the supply of horsemeal or horsemead. It is noted that many consumers reject horsemend in principle. It is therefore necessary for the Committee on the Farming and Kitchens to agree to the use of horse meat in the factory kitchen beforehand, and for this to be expressly announced on the days on which horse meat is spent in order to prevent disadvantages to the consumers in this respect. 9. Free-banked meat. The use of free-bank meat in the factory kitchens is not permitted by the Ministry of the Interior.
