The quantities of beer allocated to the factory kitchen mean a sharp reduction in the allocation to the restaurants. Therefore, the beer provided to the factory kitchens may only be distributed and consumed in the factory cuisine. Taking beer home or a monetary charge to other persons is unreliable. Such a process contradicts the legal definition of a factory kitchen and may result in a cessation of the beer allocation. It is therefore necessary to take immediate measures to prevent workers from taking beer out of the premises. As a general rule, the measure should be sufficient to ensure that the ban on the movement of beer from the premises is familiar to all employees of the establishment in a normal way and to instruct gatekeepers to strictly monitor compliance with the ban. Because of a wide range of requests from the factory kitchens, it is stated that the seizure of slaughter horses and therefore of horse meat is small and irregular, because only emergency cuts are possible. For these reasons, regular and significant supply of horsemeat to the factory cuisine cannot be guaranteed.
