16a Institutes of Prof. Beutel would have existed since the Ministry of Social Affairs and Health had in July sent an application to the Reichsprotektor to get the whole SS hospital back for the purposes of Czech hospital departments. Before this application could be completed, the Czech Ministry of Health could not grant a building permit. In my view, this request is only based on the well-known Czech tactic of delaying to make the German hospitals in the general hospital difficult, despite the fact that the Czech Ministry of Health was well aware of the other decision of Mr Reichsprotektor, which has already been taken, and of the opinion of Mr Landesvizepräsident Schubert. I was also informed by Dr.Nagy that the Czech Ministry of Health itself accepted as the Minister's position to delay German applications as far as possible. I then took part on 19.8. Ministerial conductor Fuchs informed of the situation and the latter immediately instructed the representative of Mr. Landesvizepräsident Schubert, Mr. Blaschek, to give the instructions for the immediate start of construction.It was then also initiated on 20.8. with the adaptation work in the SS hospital. The obstacles that have now reappeared are probably linked mainly to the fact that, as a result of the delay in the Czech Ministry of Health and the lack of a building permit, there is no money available for the construction work, so that the work carried out so far is only carried out on the credit of the construction companies and consequently also difficulties have arisen due to the payment of wages.
