By Comintern, which is known to be in no way separate from the official Soviet-Russian government circles, fell and finds it much more difficult to adhere to agreements of non-interference in internal political affairs of the other state. If Molotov, as the representative of his state, officially and repeatedly expressed non-interference, it is practically impossible for the Comintern to reconcile this non-involvement with its aims of international negotiations. The fact that the Comintern, in all its practical work, seeks and intervenes with increased intensity not only in the internal political conditions of Germany and the FRK, but also in all European and non-European states, is also today a self-understanding which cannot be denied away. For the official bodies of the Soviet Union, on which the Comintern depends, the Com-intern is the non-estate apparatus, which can be used for all its provisions on an international scale, without any evidence of a direct breach of the Treaty made by the intergovernmental arrangements of the soviet Union. All the moments which the Soviet Union cannot officially represent and propagate externally are thus the subject and the task of the official work of the Ccmintern. That this work is based on
