5 II. Administrative matters. 3 1.) General administrative issues,_cooperation with the party, authorities and organizations. 2.) Administration of the municipalities and community associations. The extended use of the people still in the homeland to various functions (landguards, fire brigades, etc.) leads to ever greater difficulties. The cases where a man is supposed to perform 6 or 7 functions in addition to his actual profession are not rare. Therefore, it is hardly possible to find volunteers for the municipal administration. On the contrary, there are more cases where honorary mayors apply for removal from their office because of overload. 3.) Transport. The amount of propellant gas allocated to the city of Eger in July 1941 was 22,143 kg, in January 1944 13,596 kg; the number of vehicles with propellants increased from 56 to 62. Similarly, the allocations of the other fuels have fallen. The same conditions are probably present in all other circles. In addition, there are other traffic-damaging circumstances, such as excessive disruption, lack of spare parts, tyres, drivers, and thus failure of vehicles. As a result, the most necessary transports must be omitted on a number of occasions and on a daily basis, and the fact that professional weekly card holders also have difficulties in using buses, especially after the abolition of trailer cars and timetable restrictions on individual routes, cannot be avoided. In the absence of sufficient fuel, the special coal quotas, which had to be left at the end of December, could not be transported even in January, despite all efforts. The city of Eger allegedly needs an additional 1000 bottles of propellant gas for this purpose. Snowfalls have only led to stronger traffic changes in the mountains. In the main, the roads had to be covered by horse-drawn snowplows and handcrafts.Motorized road ploughs could only be used in a limited way, because they could not provide enough fuel. In the Christmas journey the police administration approved of 1400 applications 593, including 274 for pupils and apprentices. (a) primary and secondary schools.
