Havelka, Prague, of January 1, 1940, concerning the recognition of the great industrialist Dr.Josef Pick, Prague IV., Charlotte Masarykstrasse 4, as "W.W.J." may I inform you, after my investigation, of the following: The letter of the Minister Havelca does not show, as Dr.Pick according to the First Order of the Reichsbürgergesetz of November 4, 1935, RGBl. This First Ordinance, which is also based on the Jewish principles in force here, states in § 2 that a Jewish hybrid is not treated as a Jew and states in section 5 that a Jew hybrid can be considered a Jew under certain conditions. If Dr.Pick falls under the definition of § 2, which is the case if he only comes from two of the breed according to the Jewish grandparents, he is not considered a Jew and may act as a hybrid in the economy. Thus, the non-official name "economic ariars" explains itself; there is no designation "military an economic Jew". Dr.Pick therefore, if § 2 of the First Ordinance applies to him, has the possibility to continue to work as a Jewish mixed-breed in the economy.
