38 (2) Money stamps withheld may be withdrawn in favour of the Reich in addition to the penalty without regard to ownership and other rights of third parties. § 1 Ahs.2 of this Regulation and § 9 Abs.3 to 5 of the Consumer Regulation apply mutatis mutandis. (3) Anyone who pays withheld money marks to a credit institution before a complaint has been filed or an investigation has been initiated will not be punished for withholding money. The payment to a financial institution is equal to the self-report in accordance with § 140 of the Reichsvergabeordnung. (4) Law enforcement only occurs at the request of the Reichsmi- nister of Justice. Ártikel III This regulation also applies in the Protectorate of Bohemia and Moravia and in the integrated eastern areas. (2) The Reichswirtschaftsminister, the Reichsminister für Ernährung und Landwirtung, the Imperial Minister of Justice and the Reich Minister of the Interior are authorized to adopt the laws, regulations and administrative provisions necessary to implement and supplement this regulation.
