35 Article III (1) The People's Court is responsible for the judgment. If the perpetrator is subject to Wehrmacht jurisdiction, the Reichskriegsgericht shall have jurisdiction. (2) The prosecution shall only apply at the request of the Reich's Minister for Armament and Ammunition, who shall act equally as the General Plenipotentiary for Arms in the Vierjchresplan. In the cases of the first sentence of paragraph 1, the request must be submitted to the Minister of Justice of the Reich to the Chief of the Wehrmacht High Command in the cases referred to in the second sentence of the second paragraph. Article IV The Minister of Justice of the Reich is required, in agreement with the Minister of Armament and Ammunition, to adopt the laws, regulations and administrative provisions necessary to implement and supplement this Regulation. Article V This Regulation shall enter into force three weeks after the announcement. It shall apply to the entire Reich and to the General Government. Führer headquarters, March 21, 1942.
