-3- (2) Money stamps withheld may be collected in favour of the Reich in addition to the penalty without regard to ownership and other rights of third parties. § 1 c Ahs.2 of this Regulation and § 9 paras.3 to 5 of the Consumer Regulation apply mutatis mutandis. (3) Anyone who pays withheld money marks to a credit institution before a complaint has been filed or an investigation has been initiated shall not be punished for withholding money marks. The payment to a financial institution is equal to the self-indication according to § 140 of the Reichsvergabeordnung. (4) Law enforcement only occurs at the request of the Reichsmi- nister of Justice. Article III (1) This Regulation also applies in the Protectorate of Bohemia and Moravia and in the integrated eastern territories. Special provisions are laid down on law enforcement in the protectorate. (2) The Reichswirtschaftsminister, the Reich Minister for Food and Agriculture, the Minister of Justice and the Minister for the Interior of the Reich are authorized to adopt the laws, regulations and administrative provisions necessary to implement and supplement this regulation.
