9V I have taken note of the content of the document you have sent me, Secretary of State, on the question of the war operation of the government force. I note that, of course, the motion put forward on my behalf on this matter was meant to be serious, to uphold it accordingly, and also to agree with the conditions that you have attached to it. However, in order to avoid possible adverse influences on public opinion, I would be grateful if this matter were not brought to the attention of the public until it is clear that the leader is inclined to approve the request to send him to allow the government force to be used for war operations. I am aware that the service offered to the rich is very small from the point of view of the warfare of the empire. However, I ask that it be regarded and valued as proof of sincere good will.
