The financial ratio between the sender group and the protectorate post looks as follows: With a radio stand of around 940.000 and a fee of monthly Rß 1.20, the total volume in the year l942 is about ".* ... .RM 13,536,000.- The distribution of funds results from a key system according to which the transmitter group receives 40%, the protectorate post 60% of the fee revenue. Thus, the transmitter groups receive the protectorates post for the lau- J o rd. . . . RM 8,ll5.00o.- According to Postrat Einbeck, in the last financial year the Protectorate Post has used its income share of approximately Rß l,300,000.- to non-funk purposes, for expenses of the general postal budget. Thus, it can be assumed that the protectorate post has spent about RM 6,800,000 on real broadcasting costs. This sum also seems to me to be relatively high, but I am not in a position to verify it. The increase in fees should therefore essentially be based on the need of the postal budget, since I am on the point that the radio spectrum must be spent first and foremost for the purpose of programming, i.e. for the broadcasting group and for the real broadcasting costs of the mail. On the other hand, I do not see any need to make funds available for the general budget of the Protectorate's postal service beyond broadcasting needs. On the basis of an increase in fees to Rß 1.50 per month, a total revenue of RM 16.920.000 is obtained if the number of listeners is maintained at RM 940,000. From this total amount, the budget of the broadcasting group - 2 -
