SV IV. Behaviour of the control organs: The control organs have generally worked correctly. Nevertheless, it was found everywhere that their intensity was lacking and left to be desired. It could also be observed here, as with other similar altions, that the Czech organs opposed their countrymen energetically only where this could not be avoided. Where the Czech organs intervened without the presence of a German gendarme, the success was usually small. The Czech organs did not take advantage of the possibilities given by their local knowledge to achieve successes of a larger scale. It proved everywhere that the success of the action was primarily due to the activities of the German gendarmes, which were fully respected by the population. Only by the fact that the German gendarmes not only limited themselves to the mere supervision of the Czech organs, but also intervened and controlled themselves, could the large quantity of grain be applied. Without the use of the German Gendarmerie the success of the action would certainly have been very common. V. Experience: It has been observed that farmers have generally failed to comply with their grain delivery obligations. This is probably due to the fact that the mayors and responsible local farmers' leaders do not understand how to point out to the population in an appropriate way the need for retirement and to clarify the food situation. In many cases, these responsible men do not seem to be able to properly assess what the individual farmer can deliver. The selection of the mayors and local farmers' leaders would have to be subject to an in-depth examination in this regard. It was also noted that the actions for the delivery of the farm were scheduled too late. It seems more promising to carry out the checks in the months of October to December, as this will prevent the feeding of larger quantities.
