150 It has also been observed that, during the checks carried out between 26 January and 23 February 1943, considerably higher quantities of cereals were delivered voluntarily than during the inspections carried out in March, I believe that this fact is due to the fact that the checks were carried out at a very rapid rate to completely indeterminate eels and in various places at the same time. The farmers in general, during this period, only expected a random inspection of some villages, but this was not the case. I believe that the high voluntary delivery result in the first period was achieved because the farmers were assured of a sine quaint time and impunity when they were asked to release hidden cereals.
