- 5 - 0V It was one of the main disadvantages of the previous organisation that, in the implementation of the Organizational Statute and the Rules of Procedure for the Railway Directorates, it assigned to the Executive Board a large number of transactions (partly of very minor importance) for the purpose of personal performance. This resulted in a large number of small-scale work, which largely deprived the management board of its decisive role in the overall management of the management district. On the other hand, the independent decision-making authority of the departmental boards and the group leaders was restricted accordingly, because most and at least all important processes were subject to the personal decision of the director's board. This resulted in a slow business process, and the power and responsibilities of the subordinate staff were reduced.The new organisation takes the opposite path by defining as a principle the independent, self-responsible business execution by the departments. The heads of departments and the railway direction board are generally only involved if the significance of the case requires their participation in individual cases. In principle, the heads of departments and the executive board are to be exempted from individual work as far as possible, so that they can gain and retain the overview necessary for the management of the department or the entire district. In the case of the participation of other departments, in addition to the department responsible for the work, the BMB shall also be instructed that all departments (by co-signing) must be involved, in which an essential interest in the matter must be assumed.
