89 departments in the city administration would not have trained personnel, since the Reich officials and employees from the old kingdom are not available for reasons of their salary and since hardly any official will be willing to switch to the municipal service without an economic improvement. If the officials of the German departments were to be classified according to Reichssatz, a large-scale disorder would occur in the job and salary plan of the relevant authorities; in many cases the financial overburdening of the municipality would be a serious problem. Practically, in most cases, the state would emerge that some senior posts might be filled with Germans, while Czech officials and employees would have to be widely used to manage the work. However, this would not satisfy the legitimate claim of the Germans living in the Protectorate to be looked after exclusively by German service and German people's comrades. 3. The discussion of the subjection of the city of Prague to a different Reichsdeutsche authority than the Oberlandrat naturally also leads to the question of the future scope of the Oberlanrat in Prague. If the creation of a new supervisory authority for the capital city of Prague is envisaged, with the division of the upper district of Prague into the surrounding upper district council offices, then the tasks previously performed by the Upper District Council of Prague must be entrusted to the city administration or to a new administrative authority. The result is: a) either the functions previously performed by the rich authorities are then part of the scope of a Czech authority - at the risk of such development has already been pointed out - b) or these functions are taken over by German departments at the city of Prague.
