In this case, therefore, nothing would change but the name of the authority. d) The plan to leave the Upper Land Council in Prague for the districts of Prague-Land, Ritschen and Owl and to form an intermediate authority for the supervision of the city of Prague would also be conceivable. Since the intermediate instance would also have to assume at least the sovereign tasks for the city of Prague, two equally formed rich authorities would be side by side in Prague. Aside from the fact that this situation could not be reconciled with the administrative simplification to be sought, this would also lead to a blow against the idea of the unity of administration.
