-4- 69 nationalities lead to a disintegration of the necessary unity in the administration of the major city of Prague. Only by the way it should be emphasized that m.E. by raising German special departments within the city administration of Prague, the German influence in the overall activity of the city government is weakened rather than strengthened; the coexistence of a German administration within the town (for the German citizens) in addition to a Czech administration, which - due to the predominantly Czech population - is of considerable importance, favours the encapsulation of the Czech side and complicates its penetration with German influence. (c) In order to avoid the transfer of tasks to the city of Prague - or to the German departments of the City of Prague, only the superiority of tasks by the department of the Reichsprotektor itself - which is seriously not considered - or the creation of a new central authority, which would have practically the same functions as the Oberlandrat (in addition to the supervisory function, the performance of the duties of official charac ters such as passports, police, nationality, etc.) remains. In this case, therefore, nothing would change but the name of the authority. d) The plan to leave the Upper Land Council in Prague for the districts of Prague-Land, Ritschen and Owl and to form an intermediate authority for the supervision of the city of Prague would also be conceivable. Since the intermediate instance would also have to assume at least the sovereign tasks for the city of Prague, two equally formed rich authorities would be side by side in Prague. Aside from the fact that this situation could not be reconciled with the administrative simplification to be sought, this would also lead to a blow against the idea of the unity of administration.
