- 2 - n it would be of the greatest advantage for the Reich if the Czech question and the Czech issue were to be a very large and essential part of the question of Czech state law, then as already resolved no longer could be a topic of discussion. Chalupa takes the view that the Protectorate will cease as a concept of state law in order to replace it with an independent Czech state with its own parliament within the framework of the empire. The old man, who is now at the head of the Protectorate with his eloquent Kamarilla, would, in his opinion, not be considered as an auto- rity in a fundamental re-balancing of the conditions in this area. If one can believe the words of Chalupa, he is almost out of action and urge to act. He is only waiting for the slightest impulse, and he wants to be pushed from the side to get in the way of a labour avalanche. In recent weeks, he has already felt himself to be the successor of the Minister of Economic Affairs Dr. Bertsch. Dr. Bertsch will resign as Minister of the Protectorate in order to follow a higher and more important vocation. He expects to take up Dr. Bertsch's successor in the department. As a result of the crisis in the NG that has occurred in the last few days, Chalupa has become somewhat uncertain in his conception of the Minister of Economic Affairs and is currently showing great ambitions for NG's chairmanship. He has already been offered an offer about Kálal in this regard. With a memorandum drawn up by him for the Secretary of State, he tries to raise capital in various and often rather strange ways. On the one hand, he acts as if it were the greatest and most significant political event of the present day, on the other hand, partly through strictly confidential suggestions, partly by reading this memorandum with additional, hourly comments on various political personalities, Nebesky, Kliment, Hruby etc., he tries to put himself in the propagandistic light of a statesman of the highest format, whose eyewitness is to the Czech people
