His often expressed view that the regulation of the relationship between Germans and Czechs has to be considered primarily emotional moments is known. The first paragraph of the Führer's Decree in the creation of the Protectorate contained sentences on autonomy, to which every Czech had to adhere as a sacred basis of law. The victory of German weapons would be incomplete if Europe's nationalities problems were not resolved in agreement with the participating nations. This included that the Czech question, which was also in the interests of the Empire, would also be resolved by agreement with wealthy Czechs (Moravec, in his view, dismisses it).
