- 3 - 3 to ensure much greater cultural freedom of movement (reopening of higher education institutions, etc.) and the favourable reaction he expects from the Secretary of State to his memo randum will be proof of the firmness of his position and, at the same time, an opportunity to devote himself to active political activity. However, if no answer was given to his memorandum, he would confine himself to his journalist activity and look forward to the coming of a favourable moment with peace. Minister Hruby had replied that Chalupas was interested in the impact of the memorandum, that he would probably discuss it with the President, but he refused to present it to the Secretary of State or his environment in this regard. In Chalupa's step to enter into political business through a memorandum, Professor Kliment sees a spoken-out mistake. In his opinion, it would not have been necessary for Chalupha to have come into personal agreement with Moravec. It would have been enough if he had talked to him about it. Kliment would have told him that it is the view of the government and, in particular, of Minister Moravec that during the war the Czech people should not be allowed to come on board with advice or with demands to the Germans. The Czech people had only to be led without a view. Rosenberg had recently made this quite clear. The policy of Minister Moravec had received a final justification from this important rally of Rosenberg. It was ridiculous for Chalupa and other politicians to believe that they could give the Secretary of State advice on how to win the Czechs. Secretary of State Frank does not need to win the Czechs, since he has them in his hand. Could there be greater proof of the authority of the State Secretary than that it is enough if he stirs up the whole people standing tight. Today, the kingdom only knows those who have to go with them explicitly or tacitly and obey them, on the basis of the, Rechßes, which the strong can assert for themselves, or those who also oppose the kingdom. 4
