This results in the following necessities: 1) Those in the Old Kingdom of Germany from the protectorate area must be "lightly sold" (qualified forces, skilled workers, but also engineers and the like), as well as the accommodation to be given. 2) The use of German language in the Old Kingdom is economical, i.e. only in cases where this is necessary according to the facts. The danger of depopulation, of a vacuum in the Bohemian-Mauritian region, must be avoided. Furthermore, the compulsion to resettlement must be completely veiled. There are two dangers with too generous use in the Old Reich: psychological obstacles to the readiness to repopulate from the necessary consequence of an operation outside the home country on the one hand and psychological difficulties in the old Reich on the other. If the Old Kingdom is overloaded with German-speaking people, a setback in the possibilities for repopulation is to be expected. The tendency in the Old Kingdom to place Czechs closed in industrial districts, for example, is definitely to be avoided. Experience shows that the repopularity of the parts of the population varies in the individual strata of the inhabitants of Bohemia and Moravia. The real intelligence and the ground-rooted peasant are repopular in Sweden (the will to repopulate is to be separated from the probably existing willingness of the Czech peasant to be politically led by Germans). cee Einfacher umvolkbar is the middle class (small citizens, traders, lower and middle civil servants, semi-intelligence) and the working class is able to achieve their striving for social rise. Easier repopular is the mobile, adaptable, out of close local conditions ardent and striving out. The officialization, urbanization (district flight) and industrialization are to be promoted in the gradually emerging intermediate layer, the view direction is to be drawn from the narrow space into the wide realm and the wide world.
