20 - 5 - There is a certain danger in the fact that, in many cases, it is left to the Reich's organizations to contact the people's German associations about their resolution or their integration. The task of the Pemandant for Organizations is, among other things, to create a reasonable reordering of the organization system and to prevent the associations of the Reich organizations from forming associations with which they have no factual relationship. However, if the Commissioner for Organizations is responsible for only a fraction of the number of German clubs, he cannot perform this task. On the basis of the current regulation of 13 June l939, only foundations intended exclusively for the Sudeten region can be covered by the Commissioner for Organisations, but not for Germans in the Protectorate of Bohemia and Moravia designated and utraquist foundations.Therefore, the administration of these foundations would remain in the hands of the Czech authorities. A division of the utraguisti ical foundations and the transfer of the German share into German administration as well as the transfer to German administration of the national German foundations is necessary.It is therefore necessary to establish a legal regulation on the basis of which the "contractor for orgaisations over German foundations and German share of Utraquist foundations without a backward view whether the percentual amount of this share and without a return on whether this share is a protectorate German or a Sudeten German is authorized. Finally, I am adding the draft regulation on the dissolution, transfer and integration of ethnic German organizations in the Protectorate of Bohemia and Moravia, whose adoption would put an end to the present unpleasant situation in the German organisational system of the Protectorates of Bohemiaand Moravia.
