52 the liaison service, if necessary, and the tasks entrusted to it by the Central Association of Craftsmen. In the sector of the Czech monetary system, the efforts of the circles around Beran were strongly manifested. This was particularly the case with regard to the agricultural regional advance funds and the agricultural bank. Thus, Hruby, who tried to merge the agricultural money institutions according to the German model, was tried to form decisive key positions. The apparently tacitly accepted agreement shows that the former National Socialist and Social Democratic enterprises, mainly the insurance companies Merkur, Čechóslavia, Lipa, the former Republican insurance company and others, invest their capital stocks in mortgage loans on smaller interest-rate houses, thereby ensuring economic control over the middle class, while the peasant circles are under the control of the economic cooperatives and savings banks. The large financial institutions leave these mortgage deals to the smaller institutions, although they themselves currently have sufficient loan capital at their disposal. Banks, group businesses, etc. are still provided by these politically-led companies for considerable sums for "different purposes", which are probably mainly political purposes. The Central Association of the Money Economy began its activities on 1 April 1994l. Some Czech newspapers, e.g. The "Narodohospodarsky obzor" (Volkswirtschaftischer Beobachter) brought treatises from the pen of Dr.Weber, the former secretary of the Money Council and current co-workers in the Central Association of Money Economy, from which it emerges that the Central Federation is intended as a continuation of the Monetary Advisory Council. This view, which is generally expressed by the Czechs, is likely to have been taken by Weber at the instigation of his former head, the governor of the National Bank Dr.Dvorak. This view was repeatedly expressed by the German side and pointed out that although the Central Association takes over the agenda of the Monetary Advisory Council, it also has to perform significantly different tasks.
