68 53 Discussions with the Central Association of Money Industries focused on the question of the appointment of the Presidium. On 4.4.4l, the Minister of Finance had submitted an occupation proposal to the Reichsprotektor without the knowledge of the representative of the Reich's protector Dr.Schwarz. In this occupation proposal there was only one German beside 6 Czechs. In the industrial sector, it has been noted that the Czechs have overcome their initial shyness from German-con trolled business associations and German authorities, and are now working with great skill to push forward their national intentions and plans in the context of these associations as well. In recent years, decisions have been issued by the Central Association of Industry, which has approved the re-establishment of enterprises, with the introduction of these expert opinions and the existing provisions with an unmistakable political tendency for Czechs, while in the case of similar applications the German authorities have made difficulties with regard to translation. The case of the granting of authorization for the construction of a new laundry factory to former Czech captain František Rubic in Klattau is particularly striking. This approval is based on an endorsement by the Central Association of Industry, which had taken place in spite of the rejecting assets of the relevant specialist and economic group. In a similar way, the cooperative mills in Draschitz (Pragomühlen) managed to construct a new mill in Modrschan by pushing forward German interests and to obtain an iron quota of 85 tonnes for this purpose. Furthermore, a relaxation with regard to compliance with the current regulations could be established from the Czech side. In the printing industry, in individual cases, the trade protection agreement was circumvented by large Czech companies, so that the implementation of sharp controls became necessary.
