(THE CENTRAL MANAGEMENT To the Under-Secretary of State Yesterday, the District Councillor Joachim, the successor of Dr Kernert, Minister of the Interior, called here and informed that the Upper Land Councillor Apetz would arrive here on November 1st. He wanted to discuss with me the use of Apetz. According to a note which he had in the files, the following was discussed with you, Mr. Unterstaatsekre- tär: The deputy head of Donneverth had told Mr. Dr. Kernert that it would be desirable to withdraw the Oberlandrat Möller von Zitschin, since the party would have to suspend all sorts of things on him. One could either use it on one of the Oberlandrat offices, where the departmental office is currently not there, or put it in Zlin, in order to use then the Oberlandsrat Beyerl in Moravian-Ostrava. According to his -Joachim's- opinion, it would be necessary first of all to reoccupy Königgrätz and it would have to be examined whether one would not want to use Apetz in Königglätz instead of this larger Revirement's. For Königgrautz - as he takes from another note - be considered by the party al-lerdings as successor of the upper government councilman Mannel from Reichenberg. Councillor Joachim wanted to bring these things to the lecture today in a staff conference. I asked him not to, because next Tuesday I would be at the lecture with Mr. Ministerial Director of Helms and things would then be discussed orally. Furthermore, Councilman Joachim informed that the Oberlandrat would not return from Reinhard to Bucharest. If I understood him correctly, the Federal Foreign Office has again made available to Mr./Reinhard.
