10 -3 was already in the remit of the Central Association of Craftsmen and its divisions. However, the fact that they had not taken on the above-mentioned tasks in a very intensiv way was desirable, since the knowledgeable German leadership was lacking. It is particularly difficult to find politically and objectively suitable forces in the Protectorate and not available from the rest of the Reich during the war. Therefore, the creation of a new tradesman organisation is not necessary. The aim pursued can be achieved relatively informally and inconspicuously by an installation in the existing central association of the trade union, which is to become a member of the planned central economic chamber. Whether the proposed spectator needs it seems doubtful to me; they can hardly be found during the duration of the war. If they were to be created, they would be to be integrated into the management of the central association of the Hapdwerk, where they would have to be assigned a specific field of care which would give them the possibility of an inconspicuous influence. The Central Association of Crafts and its Cooperative Associations undoubtedly provides a fairly appropriate framework for work in the fields of vocational education and training, the maintenance of rational working methods, training courses, etc., and what is said for craftsmen should apply/for an organization of traders which is an important factor. If so, the Central Trade Association would be eligible.
