V/ -4- III. In addition to the union of workers, the organizations of the industrial economy in their various manifestations, the establishment of a peasant organization is also envisaged. The fact that this organization is an urgent necessity has already been stressed by Section II, for it is impossible to make the Czech farmers more productive without such an organization. The Food and Agriculture Group has therefore proposed the establishment of an agricultural organisation some time ago, and this proposal has been raised by Division I and the SD. Mr Fischer, as well as Mr Under-Secretary of State and Division II, does not seem to have been so decisively concerned about these considerations that he would like to refrain from a farmer's organization. I should like to say to the individual about the proposal of the SS leader Fischer: 1. I agree with the formation of local and district associations, but I would like to point out explicitly that I see certain political dangers from the farmers in the designated area of the local and regional observatories; for it would be to be feared that the Czechs would try to help their old political leaders from the agricultural party to regain greater political influence over the election of the observators.
