99 21027 In principle, the WKP is responsible for the independent processing of advertisements in all investigation proceedings against: a) children under the age of 14 years. However, the use of criminal police forces for their investigation is necessary in order to examine whether the criminal acts of adults are involved as indirect perpetrators, instigators or fencers. In addition, the handling of the complaints against children of minors by police forces trained in the care of the people must be so appropriate that the encounter of the child with the police is of educational effect, i.e. is capable of protecting the child from committing further crimes. In cases of morality, in which boys from the age of 12 are accused, the male criminal police is to be involved, since boys of this age, according to experience, speak more informally to the man in sexual matters. The proceedings in investigative cases against children who are under criminal law remain with the department of WKP for the purpose of collection and evaluation. However, special circumstances require the transfer of the proceedings to another authority, e.g. the prosecutor's office, to be withheld in any case throughfalls; b) female young people up to 18 years of age. When dealing with these criminal cases, in order to prepare for judicial judgment within the meaning of § 3 Jugendgerichtsgesetz v. 16. 2. 1923 (RGBl.
