General guidelines for the implementation of Reg. Vdg, Coll. No. 397/4l on disciplinary measures against politically unreliable public servants cannot be applied, since the decision which disciplinary measures are required in individual cases depends on the respective circumstances. However, the following points are made: l./ A considerable number of Czech officials have been in custody for a long time because of their voluntary activities, without the possibility of carrying out a disciplinary procedure or measures under Reg.Vdg. 397/4l so far, since in individual cases the material available against these officials is not known more closely. Various departments of the secret state police are also recommended to take action against such officials with dismissal, pensio- nization or other measures, with a general reference to the anti-rich operation. In these cases, i.e. if the arrest lasts for more than 6 months, the competent autonomous authority must be called upon to transfer to the
