A pronounced defamation and disenfranchisement of the non-Czech peoples and ethnic groups indicates that they are fundamentally excluded from their relative share in the services of the entire military sector. On the other hand, however, the non-Czech peoples and ethnic groups not only have to bear the permanent share in the general compulsory military service and in the burden of state defense, but they have to take on very severe additional burdens due to their particular settlement situation. In view of this defamation, disenfranchisement and excessive strain, how should the non-Czech peoples and ethnic groups enter into a healthy and harmonious relationship with the state's defence and the military system? The Belgian example shows that a satisfactory solution is practically possible in the military. 2./ The limitation of proportionality only to the number of new forces to be taken up without guarantee of the early production of the proportional share in all ranks means that the principle of proportionality within the meaning of the Government's draft would already be fulfilled. in the case of occupation of subordinate posts by non-Czech officials and employees.
