The proposals for such control are contained in the sketch of the Sudeten German Party. 5./ Since the provisions in force for admission to the civil service have so far been applied consistently, with the help of ever-changing apparent reasons, in such a way that they have always had an adverse effect on non-Czech citizens, they should not be allowed to be treated by a statute of nationality.
