- 26 - 182.Welcome to the fact that after 20 years such an implementing law is finally presented. The SudetenGerman party introduced l937 a bill to protect against any kind of denationalisation, which comprehensively puts all the facts of a denationalization under penal sanctions. Unfortunately, the government's now in place does not take into account those denationalisation measures which have caused the greatest damage to the non-Czech peoples and ethnic groups: protection of the workplace, protection of material acquis, protection against the Chehization Associations /Národní jednota/. This imperfect draft therefore means an attempt to resolve fundamental national issues. To V : In this section, the principle of the inherent proportion /Pøøportionality / of the peoples and ethnic groups in the federal services is proposed for the purposes of the law, as already announced by the Czech Government on 18 February 1987, but until now unrealized. The result of the proposed regulation would have to be that every people and ethnic group would be looked after by officials of the same ethnicity. The proposal takes this into account in so far as it has to be decisive for determining the national share of the territorial office.As welcome in this respect, the proposal will be implemented by means of other provisions of the proposal.
