Explanations of the guidelines for the return of the Reich Germans and the emigration of the People's Germans from the Alto Adige to the German Reich In order to prevent the Italian and German emigration points and other authorities from being required to provide information, the following explanations on the basic places for the remigration of the Empire Germans and for the migration of the people's German people from the Alto Adige into the Reich are made known. 1. The agreement of 23 June 1939-XVII and the subsequent agreement between the Italian and German governments, manufactured in Roma on 21 October 1939 - XVII, were published. Oftenober 1939-XVII, have the aim to achieve a final and complete ethnic solution to the question of Alto Adige, so that after carrying out the emigration under the agreement of 23 June 1939- XVII and the agreement between Roma of 21 October 1939- XVII there is no longer a question of the ethnic minority in Alto Adigen. 2. Those who live or therefore originate in the territories of the Treaty and currently possess Italian citizenship, but who feel that they belong to the German people, must decide by 31 December 1939-XvIII whether they want to remain Italian citizens or acquire German citizenship and thus migrate to the Deutsche Reich. The decision must be made freely and without any influence. Anyone who decides to maintain Italian citizenship and thereby proves that he feels like a Jtaliener and wants to be a faithful citizen of the Kingdom forever will be able to stay in his home country and enjoy the full rights of Italian citizenship without any restriction. However, anyone who opts for German citizenship as a convinced member of the German people will have to acquire German citizenship and migrate to the German Reich. 3. The emigration takes place according to the instructions of the ADEuNSt. in agreement with the Italian emigrants. It is already in the course and will gradually continue until 31. The choice of the area will be made in agreement with the immigrant Germans, after the number of migrants will be known on 31 December 1939-XVIII. The German people will be able to settle in the Reich as far as possible. The migration of Bolks Germans will not be forced to settle in the chosen area; rather, they will be able to exercise the free choice of the place of settlement, as granted to the repatriating Reich Germans. It is confirmed that all those who wish to remain Italian citizens can remain free in Alto Adige. 4. Until then, the people's Germans who have opted for German citizenship are still Italian citizens and as such are subject to the Italian sensitivities. Even after the German citizenship has been granted, the Italian affairs must be kept in mind until the emigration into the German Reich. Everyone has to contribute to the fact that the emigration takes place in peace and order. 5. The People's Germans who are outside the kingdom of Jtalien and those who, due to proven force majeure, do not declare their declaration until 31 December.
