On the one hand, under these circumstances, the rise of the Reich over the entire autonomous administration of the Protectorate must be particularly strong and visible. On the other hand, a form of observation was to be found which enabled the attention to be paid to the autenomy. This has happened with the declaration of the German Ministry of State and the measures ordered by me in this connection. The position of the autenomen Mi- nister - conditional on pelitiseh - means here, in view of the unpredicted evaluation of the department heads towards me, rather a complicity of their work. In this respect, the activities of the Heads of the Department of the Ministry of State for Bohemia and Moravia are at least at the same level as those of the Presidents of the main departments in the Government of the General Government, if any, of this kind.
