-2 the whole business enterprise - in its form and task position without representation. A certain degree of comparability offers only the government of the general government. While the Polish administration has been eliminated there as a result of the subjugation brought about by German weapons victories and only German organs - although under the influence of Polish forces - appear as the bearer of sovereignty, the Protectorate, because of the completely different integration of this territory, has an autonomous administration divided into central, central and sub-authorities and comprising all administrative branches, with its own, largely non-existent forces. On the other hand, the sovereignty conferred upon the Pretektorat by the Führerer Decree of March 1, 1939, is bound by the political, economic and military concerns of the Reich. Their exercise is therefore subject to a special kind of imperial supervision, which must be as effective in the Ergebais and also effectively as direct imperial control in the General Government. In this context, the local area with its population demands a noeh far greater use in all areas. To cite only one example, the concentration of a large part of the armaments industry after Bohemia and Moravia and the most extensive retention of the population in the work process place extraordinary demands on political and administrative governance. The exhaustion of all the forces of the Protectorate, while maintaining calm and order at the same time, is thus a decisive factor in the further petitic and military development. The successes achieved in these directions and recognized by the leader are all the more significant, since the autonomy is equal to that of a particularly foreign political entity.
