Following the acquisition of the land under the general plan and the subsequent construction phases granted to the individual housing undertakings, it is appropriate to carry out parcelling, etc., without delay, and land exchanges must be carried out in accordance with the subsequent final plan. The aim is then to speed up the calculation from the land purchase made for common account, as well as the land register requirement, so that at the start of the construction work these completely closed off and for the hypo-theque collection and registration orderly anter plots available, which considerably facilitates and accelerates the later construction and financial implementation. The land must be cleaned of any remaining burdens, insofar as these are not to be included in the future mortgages for housing itself by dealing with the real credit institutions. 10. The necessary permits in connection with the acquisition of land and the subsequent development must be obtained at an early stage: a) Indications on the basis of the passage to the Drdnung des deutschen Besiedlungswesen. It is advisable to submit them in advance even for small settlements and people's dwellings, even if they are intended. (d) In Prussia: settlement permit with fixed settlement contributions. (e) Submission to the testing centre of RAM. for Reich aid for community facilities and for Auf Auf. In this case, the application must be made, as these can normally only be made when the land is actually under construction. The preparatory procedure is intended only to facilitate the subsequent implementation, not to burden the advance payment of fees. It is important to take care that this preparatory work, which is currently in progress, is the only way to develop and win really excellent and in all parts mature building plans. It is important to draw on suitable specialists, who work in close cooperation with the experience of practical housing policy makers in the housing sector (also from the point of view of the future use and management of housing). In addition to a sufficient number and size of the actual living rooms, careful attention must be paid to the secondary rooms, their sahl and their proportion in the housing organism. 2. The practical elaboration of these building plans can be carried out within the framework of the available forces as before. New or additional forces must not be adjusted for this for the time being. Housing companies with their own technical office will be involved, but here too it is recommended, especially for large tasks, to use good professional meetings from private architects, if necessary, as far as they are free. In addition to private architects, companies without their own technical offices will also use workable technical offices of other housing companies, especially within the framework of the "Construction Communities" for larger uniform building and construction plans, especially the seismic workshops for planning preparation. The use and commissioning of the homesteads is recommended, especially in the case of larger closed community plans of several housing companies in connection with the establishment of a development plan by the homesite. The distribution of the individual phases of construction for subsequent implementation by the individual housing companies will be possible through the "building community" itself. 3. In the case of construction designs, the austerity guidelines, in particular the decree of the Reich Minister of Labour of 24 January 1940, must be carefully observed. Even after the war, these austerity guidelines will still be expected with regard to building materials. Good and inexpensive solutions can also be achieved under their application, whereby many over-old ideas in the plant and in details must be definitively abandoned. 4. The construction plans are to be submitted to the building police authority for boron approval or basic approval. The technical-constructive construction description must be specified. By understanding cooperation with the construction police authorities it can be achieved (as practically has already happened in many places) that these already completely worked out building plans are already examined and subject to the condition that not essential proper or procedural orders later prevent, for execution at a still to be determined time after the war approved. For the time being, the notification procedure relating to building materials, which is relevant to the approval of construction applications, will be suspended; it will be sought, by means of a decree, that all construction police authorities should follow such preparatory and subsequent implementation procedures, provided that forces are available. Where final completed construction plans cannot yet be submitted for prior approval, it is also necessary to save time by submitting type plans which are already generally approved by the building police, so that the construction police have to compare and approve the submitted plans only with the types specified by the construction authorities at a later final submission of the building permit application. In so far as the building police authorities have to calculate fees from the preliminary examination, it is appropriate to apply in all cases for the fees to be levied only upon final and final approval before construction begins. 5. As far as construction projects are concerned, the implementation of which can be expected as soon as after the war, without the result of any changes, the tender documents can be completed, as far as the necessary forces are available. In the preparation of the financial system, it is necessary to limit itself to specific tasks, in particular the securing of residual financing and the technical preparation of subsequent final financing. On the other hand, the precise and therefore definitive arrangements for permanent financing must generally be deferred, as these will depend on the subsequent cost situation, the share of public loans and silf measures and any new and simplified procedural provisions.
