a3 -3- 3.) On 11.8.1942 the following FS. from the RProt. to RPM. was given in reply: "RProt. an den Herrn Reichspostminister in Berlin = On your telex of 10 August 1942 = Subject: Use of the department president Dr. Müller = The explanations of your telefax give me the following remarks: 1.) Department President Dr. By your decree of 20 April 1942 - IV P 3 - Müller has been assigned to a free departmental office at the main office of the German Reichspost in Prague and has thus been transferred to my business area. It is therefore under the authority of the competent supreme service authority in accordance with the principles of the constitution of 1.9.1939 (RGBl. I p. 1681). on the implementation of the German Civil Service Act of 13.10.1938 (RGBl. I p. 1421), pursuant to § 2 para. 1 of the Act of 7.12.1939 (R GBl.I p. 2378) which applies in the Protectorate and in the relationship of the Reich Protector to the specialist ministries, the transfer of civil servants from the Protectorates requires my consent. The guidelines on the handling of the personnel matters of the German officials working in the Protectorate between the Supreme Reich authorities only confirm the current state of law. The same applies to a transfer of officials from the Protectorates to the rest of the Reich. This measure, too, can only be taken with my consent, even more so if ea is an official who has a post in the Protectorate and is also working with my authority. I must strongly oppose Müller with regard to the clear legal situation and with respect to the beantenpolitik requirements in the Protectorate - which prohibit an exception of the Reichspost. 2.) The use of Dr. Muller in the protectorate is - as I am against your FS. In this context, it is important to stress once again - independently of the approval of the Flanze team - at a personal request of the company to carry out certain tasks.
