8 The need for the Gau, the Kreis and for the municipalities (the local associations) to be set up in a spatial planning plan. It is intended to show the facts and contexts which are important for the districts concerned: 1) the natural and man-made realities - bearing in mind the existing spatial and spatial shortcomings, as well as the existing planning and planning intentions, 2) the consequences resulting from the evaluation of the situations with the objective of an organic overall development of the planning area. The spatial planning plan forms the basis of spatial policy and planning as a whole in a broad perspective; it will be implemented as soon as progress is made. It consists of guidelines with corresponding plans. In individual cases, it can be determined when, to whom and to what extent its content is communicated. B) Land use plan 1. Content On the basis of the spatial planning plan, a land use plan must be drawn up by the municipality, which provides the framework for the specific objectives of the area. Neighbouring municipalities have to cooperate. The land use scheme should identify the necessary areas for the different needs and devote them to their specific purposes. In this way, the future ground policy and structural design of the planning area should be preceded by a consideration of the interests of the various municipalities, including the neighbouring municipalities.
