8 The need for the Gau, the Kreis and for the municipalities (the local associations) to be set up in a spatial planning plan. It is intended to show the facts and contexts which are important for the districts concerned: 1) the natural and man-made realities - bearing in mind the existing spatial and spatial shortcomings, as well as the existing planning and planning intentions, 2) the consequences resulting from the evaluation of the situations with the objective of an organic overall development of the planning area.
