35 - 35 - Finally, implementation and border adjustment with simple procedures are a matter of course for modern urban planning, and the procedural rules are deliberately only indicated on a number of essential points. On the other hand, as an important reorganization, the area clarification is introduced; this gives the regulation of the building as a sovereign task a clear, firm form. Only in the specified construction areas can be built and building permits are granted; however, in the construction areas must also be built, so that real completed construction areas are created. In this way, external areas are left out, and in the same light, it is proposed that areas of transformation be defined.
