- 34 - hu The basic ideas are never laid down in a spatial planning plan. The land use plan based on this is not a "discipline plan", but a preparatory measure - with the necessary adaptability to the conditions always in flux, but with a commitment to the state and public authorities with regard to further planning and the granting of building permits. In addition, it imposes certain restrictions on the use of land for the owners so that the goal of planning can be achieved without disruption. Of course, at the right time, the construction plan must follow the findings so that no uncertainty or even arbitrariness can arise. The development plan itself is divided into parts which differ conceptually and in practical work from one another, whereby the reciprocal relationships cannot be over-looked. The borderline plan separates only public and private land ownership and thus puts an end to the existing side and through each other of construction and road escape lines - which still have free area boundaries. The construction plan summarizes all building design regulations. It is only in this plan that the type of building, the use of land and the lines of construction - here called lines - should be formally determined shortly before the actual construction. In connection with this, the formation of the building plots, the division of the blocks and, if necessary, a further influence of the construction design in detail must be carried out, taking into account how comprehensively the "construction" and the "building design" are viewed here. From the outset, the positive design must take the place of restrictive and preventive regulations, which in large measure can only be in the hands of the city builder, should be left to architects who are of course highly qualified in detail.
